Mike LaBonte conducted the meeting.

Call for patent disclosure:

- No one declared a patent.

AR Review:

- Mike and Bob meet to complete editorial changes
  - Done
  - Posted on IQ website

- Mike change web site to avoid using frames
  - Ongoing

New items:

Bob: We should allow for review by the Open Forum
- Mike: The Open Forum has been invited to participate frequently
- Bob: That isn't the same as a formal review invitation

We looked at the contents of Specification area of the IQ website
- Mike: "Specification" and "Minutes" could be organized like "Work Archive"
  - Without the author and organization columns
- Bob: We might have this on the IBIS Specs page once approved
  - It needs to have a simple URL
- Mike: The IBIS home page has inconsistencies
  - The ICM ver1.1 docs found both under Specs and Interconnect Model Info
  - The IBIS Cookbook opens a PDF
  - Accuracy Info opens a dir listing
- Mike: Hesitant to put IQ there until it is cleaned up
- Bob: The IQ file name could be iq_ver2_0.doc
  - We could place it  directly in the quality_wip dir
  - We would email a link to this
  - Eventually it should go to some top level IBIS directory
- Mike: That will have to wait for a website reorg

Bob: The IQ spec needs a cover page
- We looked at the IBIS cover page
- Bob: The IQ review doc will be like that, but not say "Ratified"
- We created a cover page, but Mike has cleanup to finish
- Bob: The IQ spec will be open for review for 3 Open Forum meetings
  - Once approved we will add "Ratified" and set the date

Bob motioned to accept the IQ specification and forward to the Open Forum
- Eckhard and Pavani seconded
- The motion passed by acclamation

AR: Mike post IQ PDF to agreed URL and email ibis-quality list
AR: Mike and Bob announce release of IQ spec for Open Forum review

Bob: We will not try for ANSI standardization
- Mike: Agree
- Bob: We are not actually supposed to offer free standards
  - TechAmerica sells the spec documents
